Divide Pakistan To Eliminate Terrorism

I am writing to you as I believe that you can play a very significant role in reshaping of the geography of South Asia in order to combat international terrorism. The entire terrorism network has been managed by terrorist forces stationed in Pakistan under the safe umbrella of Government of Pakistan. These terrorist forces have taken the shelter of Islamic identity in order to implement their dangerous designs of dominating South Asia and make it an Islamic territory altogether thereby driving out Christians, Hindus and Sikhs living in India. The ultimate scheme was first made during the lifetime of late General Zia-ul-Haq who can be termed as the main actor towards this direction. The said General Zia-ul-Haq took advantage of the then Afghan-Russian war and made it possible to develop a terrorist network in the region by sponsoring extremist Islamic groups and providing them all necessary military training and ammunition. The atomic program of Pakistan was also part of this endeavor. However, General Zia-ul-Haq died in a military plane crash in 1988 and there was the beginning of a new democratic era in Pakistan. But this democracy was itself fake in the sense that same old faces appeared to rule the country for their own monetary benefits. Consequently, Pakistan became yet another victim of terrorist forces which acted from the strong base of Pakistan Army which has been the main principal of all terrorism in the South Asia. It was Pakistan Army which does not want any peace in the region so as to keep the region under stress in general and to keep India being their hostile neighbor under a constant military threat.

The coming back of Pakistan Army in power through General Pervez Musharraf from the back doors on October 12, 1999 was yet another attempt to continue with the same old plan of Islamic domination in South Asia as masterminded by late General Zia-ul-Haq. This conspiracy had enjoyed assistance of China as China needed a strong Pakistan to keep an eye on India so that India should not become any problem for China in her traditional desire to win the regional supremacy which may pave way for her becoming another super war.

Pakistan is the central headquarters of all terrorist activities under the authoritative command of Inter-Services Intelligence (ISI) an organ of Pakistan Army who have been sheltering Islamic terrorists organizations in the country through military as well as financial support. Their objective is simple that is to rule the region under an Islamic system of their own brand and elimination of non-Muslim communities and culture. They believe that unless they use power they cannot fulfil their ambitions and as such they have found terrorism as the most convenient method for accomplishment of their political agenda. In order to promote this terrorism through religious recognition and some historic significance with a view to make it attractive for the youngsters, they misinterpreted the concept of Jihad (holy war) and since the Muslim masses living in that region are totally illiterate and ignorant about their own religion, they were misguided by the help of hypocrite Islamic scholars who motivated and induced the foolish young Muslims to fight against non-Muslims. These fools did not even think that if it was the question of Muslim and Non-Muslim, then they should also fight China being totally out of the religious orbit. But, in that case, their brains do not work because it is but China itself which is assisting the Pakistan Army in such activities. Hence, the entire phenomenon is not to propagate the Muslim beliefs but to conquer the whole world through the assistance of China. Pakistan right now is the puppet of China and therefore it has become inevitable to address this issue on top priority.

Chinese experts in connivance with the Pakistan Army have worked very intelligently to use the religion of Islam as a tool very useful to be used for extracting cheap fighting force in the name of holy war. On the other hand, the whole Pakistan Army getting salaries in millions of dollars per annum is not coming forward for this s-called Jihad simply for the reason that they know that it has nothing to do with any Jihad but to implement certain long-term political plans. It is, therefore, very essential to focus from a different angle without wasting any further time on Osama Bin Laden who is nobody but a well-trained puppet of Pakistan Army being used extensively for the purpose of masterminding the terrorist schemes and implementing them through the technical co-operation of Pakistan.

Inter Services Intelligence Agency (ISI) is the real government in Pakistan. In the present situation it is the ISI, which is devising the self-made covert policies for the Government and also ensuring its implementation. It is part of the ISI’s well-established policy to organize violent pro-Taliban protest demonstrations against the United States in the provinces of Sindh, Balochistan and NWFP (North West Frontier Province) and keep the province of Punjab away from these demonstrations and strikes. After the terrorist attacks of 11th September 2001, the United States and the international community declared in clear words that we would now see that “who stands with us or against us”. The United States and international community assured the Pakistani rulers that if they extend co-operation to United States and international community in the war against terrorism, Pakistan would get the legitimate fruits of such co-operation. After these assurances of the International Community, the ISI conspired to activate the religious and so-called Jihadi groups on their payroll to use the provinces of Sindh, Balochistan and NWFP (North-West Frontier Province) provinces as their battleground against United States and International Community. This conspiracy to use the minority provinces was aimed to give the United States of America and the International Community a completely wrong impression that people living in these provinces are against USA while the real situation is totally different. Pakistan Army through its terrorism network called ISI has made an attempt to tarnish the image of small provinces of present Pakistan on one hand and on the other to deceive USA and the International Community. It is a bitter truth that the province of Punjab is the hub of all the fanatical and so-called Jihadi groups and the Headquarters of all the fanatical and extremists groups are situated in different cities of the province of Punjab like Lahore, Multan, Jhang, Faisalabad and Nankana. The ISI’s “game” to deceive the United States and international community would not last long and this act of deception would reach to its logical conclusion. When that happens the world would know who actually benefited by deceiving others and who lost, whereas who was deceived by whom and who was hoodwinked.

It is not understandable as to why the Americans are not addressing the real issue. The real issue is Pakistan itself. In Pakistan, there is no religious disintegration right now. Rather all the religious groups are having mental equation when it is about the religion. There is no conflict among them if it is about Islam. Although they advocate a different Islam which was never the one introduced by Muhammad Bin Abdullah in Mecca some 1500 years ago, yet they are together under the supervision of ISI. ISI has sponsored this new brand of Islam with ulterior motives and to implement its hidden agenda. This new brand of Islam does not enjoy any recognition from the Muslims who really believe in Muhammad. It is indeed unfortunate that Islam has always been victimized throughout by the people who terms themselves as Muslims. Muhammad's Islam was hijacked even in his own lifetime when there were people who disliked Muhammad's relatives and wives. Such miscreants even accused Muhammad's wife Ayesha of adultery. People like Amir Mawiya hated Ali, the nephew of Muhammad so much so that Ali wrote to him several letters condemning Amir Mawiya to be a hypocrite. The revenge came exactly 50 years later when son of Amir Mawiya called Yazeed killed Hussain brutally who was the grand son of Muhammad and son of Ali at the place called Karbala (Iraq). The shia sect of Islam condemn this brutal murder of Hussain and do not recognize Ami Mawiya as Muslim for this arbitrary act of his son Yazeed. Today, Iran is the shia state while a large number of Shias live in Iraq also. It was one of the evil designs of late General Zia-ul-Haq that he made Pakistan a difficult place for shias and the formation of certain militant religious organizations was yet part of this plan. Today we have yet another Yazeed bin Amir Mawiya called Osama Bin Laden and several followers who have changed the very fabric of Islam in the new century. These are religious demons representing the Satan and not Islam.

It is, therefore, necessary to disintegrate Pakistan if we want to collapse the terrorists' network altogether. Unless we destroy the root cause of the whole terrorism tree, we will not be able to eliminate terrorism from the region which has been transformed into a centralized processing unit working under an integrated system not conveniently accessible unless Pakistan is divided in at least four parts. It is essential to divide the northern part of Pakistan into two countries that is Punjabistan and Pakhtoonistan. The Punjabistan will be on the eastern side and the present province of Punjab can be converted into Punjabistan while the North West Frontier Province (NWFP) having its borders with Afghanistan should be made another country called Pakhtoonistan. The new Pakhtoonistan will be a country loyal to the international comity of nations and shall not harbor any terrorists within its geography. Punjabistan shall not have any access to terrorist camps now being run by Pakistan Army in Afghanistan and NWFP as Pakhtoonistan will be a hurdle between Afghanistan and Punjabistan. The Pakistan Army mainly belongs to Punjab and hence the creation of Punjabistan and Pakhtoonistan will break the integrated network between Afghanistan and ISI (Pakistan Army).

On the southern part of Pakistan, two new countries Sindhudesh and Jinnahpur can be made. The Sindhudesh will comprise of Sindhis living in the province of Sindh while Jinnahpur will be a country to house the urdu speaking immigrants from India who had migrated from India after partition of 1947. The population of urdu speaking community living in Karachi (the main commercial city of Pakistan) is around 15 Million. This new country called Jinnahpur can be a secular state of its own kind. The idea is that some 10 million Christians from India may also voluntarily migrate to Jinnahpur to form a pure secular state in South Asia so as to keep a political balance in the region. In Karachi alone (which will be transformed into a new country called Jinnahpur), we can have as many churches as we want along with awarding rights of preaching Christianity and Islam in parallel terms. There will be no extra-ordinary religious resistance in Karachi for the sole reason that the new countries Pakhtoonistan and Punjabistan will have no immediate links with Jinnahpur and as such the terrorist network would not be effective at all. The preaching groups like Tablighi Jamaat (Muslim Preaching Organization based in Raiwind near Lahore-Pakistan) will no more be as effective as now after losing their linkage with their country-wide network. This linkage can only be broken through disintegration of Pakistan. The religious schools called Madressas will no longer be connected with each other. The so-called religious scholars will be confined to their own areas of birth and permanent residence and shall not freely move to other cities in the region presently called Pakistan. Jinnahpur will be a purely secular state with a significant Christian population. We can have permanent airbases of USA and other military set-ups in Jinnahpur to keep a sound military control in the region to safeguard the entire humanity from the threats of terrorism.

The geography of South Asia has to be revised to combat the terrorism and to prevent further loss of lives in the name of Jihad. The region has become very dangerous to spark 3rd world war and if not checked at this hour of need, country like Pakistan, which has attained nuclear technology due to assistance of China, can become dangerous for the whole humanity. Today we have some loyal people in Pakistan Army who would prefer to favor anti-terrorism drive initiated by the Americans. But what about the religious groups within Pakistan Army which are equally responsible in promotion of terrorism in the name of Islamic domination and are still busy to destabilize the international efforts towards the direction of elimination of terrorism altogether. How can such religious groups destroy their own puppet government called Taliban whom they helped right from its inception and are still harboring their leaders and terrorists like Osama Bin Laden. They may come into power and remove General Pervez Musharaf from his present status. What the Americans will do when a more religious-minded foolish army man captures power in Pakistan? Will they think of bringing back of democracy in Pakistan? It will be too late at that time. It is therefore better to act now.

Pakistan should be divided into four parts as immediately as possible under the supervision of United Nations in the best interest of humanity. This would not be any sort of denying any sovereign country of its right to exist. Pakistan is comprised of five nations and there is no problem in giving these nations their new countries to enable them to have a more realistic identity of their own. This is necessary to eliminate the roots of terrorism completely. This geo-political surgery has become inevitable to save the humanity from the cruel hands of terrorists who will come again to strike and they have no other place to hide and conspire but Pakistan.

I request the entire humanity to join me in this campaign of disintegrating Pakistan in the best interest of the whole humanity. If we break Pakistan today, we are disintegrating the entire terrorist network headquartered in Pakistan. This terrorist network works through a very technical integration in terms of Islamic militant groups, Islamic preaching organizations and Islamic schools called Madressas. A divided Pakistan will destroy the spinal cord of the terrorism and there will be no training camps, no more Osamas and no more threat to humanity.

Say YES to this petition and support international fight against terrorism and against those who harbor terrorists and their supporters. Disintegration of Pakistan will pave way to divide the forces busy to make new designs to conquer the world through terrorism. A divided Pakistan will bring peace to the region and shall facilitate destruction of terrorist training camps and elimination of terrorism altogether.

An American Viewpoint on: Futuristic Scenarios in the India-Pakistan Relationship

If US think-tanks had their way, India's most cherished dream, to emerge as a superpower, would be a reality. This is a result of a Study undertaken by a Panel of American Military Strategists* who present three extreme scenarios - of Pakistan being overcome by a US-backed Indian confederation, Sino-Indian hegemony and a win-win China - conjured up by an American study.

The Year 2010 - US Bombs Pakistan

"The United States of America uses its B-2 bombers in the year 2012 to launch conventional air-strikes to destroy Pakistani nuclear facilities in a bid to prevent the nukes from falling into the wrong hands. The extraordinary US action follows an unsuccessful Indian conventional attack on Pakistani nukes, and a Retaliatory Pakistani nuclear strike against Indian border forces. This sparks the disintegration and disappearance of Pakistan, and creation of an expanded Indian Confederation or Superstate."

This is not some Nostradamus indulging in apocalyptic visions. It's just one of the many futuristic scenarios culled out from the "Asia 2025" study - a 147-page Opus - conducted by the US under secretary of defence (policy). Written last year and distributed in limited circles, these documents show that US defence planners are now shifting their focus from Europe to Asia where they would wish to contain the threat of an Islamist Pakistan and an economically-resurgent China. This may in future lead the US to seek closer alliance with India.

The "New South Asian Order" scenario begins unfolding in the year 2010 with the imminent collapse of Pakistan, where ongoing economic crises, ethnic conflicts and the government's helplessness on the law and order front render it increasingly unstable.

"Sindhis, Baluch and Pathans, who have long resented a Punjabi-dominated Pakistan, rebel. Mohajirs take to the streets. Islamic extremism adds to the instability in two forms - Taliban's destabilisation efforts and the growing power of the " the study says.

By 2012, the Pakistani state is totally paralysed and loses control to Islamic extremists who infiltrate Kashmir.

"India demands that Pakistan end the Islamic incursions. When Pakistan fails to respond, India moves into Azad Kashmir. Pakistan issues a nuclear ultimatum for Indian withdrawal from Azad Kashmir. The Chinese echo Pakistan's ultimatum and begin mobilising along India's eastern flank between Nepal and Bhutan to sever the Mizoram-Nagaland-Assam-Sikkim outpost of India, and threaten to use 'all available means to stop Indian aggression'. The US urges restraint, and despite other flashpoints, the US sends naval forces to the Bay of Bengal and warns China to stay out," the study speculates.

Fearing that Pakistan would use its nuclear weapons, India launches an unsuccessful conventional strike on the former's nuclear capabilities. Next, Pakistan launches nuclear strikes against Indian forces along their common border, driven by a "use it or lose it" rationale.

The US intelligence shows that Islamists in Pakistan are seizing the remaining Pakistani nuclear weapons. This goads the US to launch "a conventional strike on Pakistan's nuclear sites".

"The extraordinary US action is also motivated by a desire to preempt a full-scale nuclear exchange between Pakistan and India. The US strikes by deploying deep penetration warheads launched from B-2 bombers to destroy Pakistan's remaining nuclear forces. Faced with the reality of US-Indian cooperation, China backs off on the northeastern front," it adds.

"Total anarchy prevails in Pakistan. The Indian army moves in to restore order. As the country disintegrates, Pakistan's regions accede incrementally to India. The Sindhi, Baluch, and North West Frontier Province parliaments vote to join an Indian-led confederation. An Indian Confederation emerges. Isolated Punjab is compelled to join the confederation and merges with its Indian counterpart to form a greater Punjab province within the confederation," the scenario goes.

"India's central government grants extensive internal autonomy to the Erstwhile Pakistani Provinces which are now confederal units within India in exchange for control over their defence and foreign policies.

Economically vibrant, the confederation is recognized as the regional hegemon and an economic magnet for trade and energy flows. The disappearance of Pakistan and the emergence of the Indian Confederation have a cascading effect across Central Asia. Afghanistan, is dismembered by its neighbouring states - Iran, Tajikistan, and Uzbekistan - who move in to annex the territory controlled by their own ethnic groups."

The study says that Pakistan disappears by 2020, and the Indian Confederation emerges as a regional superstate.

With Central Asia stabilising, energy pipelines from Central Asia, via Iran, to the energy hungry subcontinent are constructed. The East-West orientation of energy and commerce in Central Asia gives way to a new North-South orientation. Iran becomes the main transit country and Karachi the main port, to the East Asian markets.

It sees India becoming a "regional hegemon", and US planners are now urging the US defence department to anticipate a heightened Indian economic and strategic role in the region, raising the question: What does all this mean for the US presence in Diego Garcia and the potential for military cooperation with India?

According to the study, China could respond to India's emergence not by challenging it head on, but by increasing its activities in the Russian Far East and Indochina. It may, thus, challenge US interests in East Asia. It could, for instance, strengthen its position in Indochina and the Bay of Bengal, making Southeast Asia the future arena of conflict and competition.

And, if India does become a future US ally, what kind of development, regional and global, would be needed to cement these ties further? Tellis has a pithy list: "Collapsing Pakistan, aggressive China, threats to Middle East oil, deeper Indian-US economic and military engagement, high Indian growth rates, Indian willingness to participate in combined peace operations with the US."

An Expose’: The Durand Line Agreement is Illegal

The argument between Afghanistan and Pakistan centers on the issue of Durand Line Agreement and its validity. But, the Government of Balochistan (GOB) in Exile challenges the “legality” of the Durand Line Agreement between Afghanistan and British India in 1893, not its “validity”. We believe that the Durand Line Agreement is an illegal agreement, and therefore, it is null and void.

DURAND LINE AGREEMENT
In 1839, the Afghan and British governments agreed to demark a 2,450-kilometer (1,519 miles) long border dividing British India and Afghanistan. The signatory of the document, known as The Durand Line Agreement, were His Highness, Amir Abdur Rahman Khan, ruler of Afghanistan, and Sir Henry Mortimer Durand, the foreign secretary of the British Indian government.

Since British India ceased to exist in 1947 with the independence of India, Pakistan, and princely States, it was assumed that the Durand Line Agreement will be automatically upheld by the International Court of Justice as a binding agreement under uti possidetis juris, i.e, binding bilateral agreements with or between colonial powers are "passed down" to successor independent states.

AFGHANISTAN-PAKISTAN CONFLICT
The Durand Line has been a source of contention between Afghanistan and Pakistan. On September 30, 1947, at the UN General Assembly meeting, Afghanistan even caste a vote against the admission of Pakistan to the United Nations.

International Law states that boundary changes must be made among all concerned parties; and a unilateral declaration by one party has no effect. So, when in 1949, Afghanistan’s “Loya Jirga” (Grand Council) declared the Durand Line Agreement invalid, it was considered a unilateral declaration, and therefore, could not be enforced. Furthermore, Durand Line, like virtually any international boundaries, has no expiration date, nor is there any mention of such in the Durand Line Agreement, which is contrary to the popular beliefs of certain Afghan scholars that the Agreement lapsed in 1993 which is after a hundred years of its signing.

To this date, the relations between Afghanistan and Pakistan are characterized by rivalry, suspicion and resentment. The primary cause of this hostility rests in the debate about the validity of the Durand Line Agreement. But, so far, it appears that Pakistan’s position in this debate is legally correct, and the Government in Afghanistan has never challenged Pakistan in the International Court of Justice.

BALOCH-BRITISH RELATIONS
In 1839, when the British army advanced through Balochistan towards Afghanistan, they battled with the Baloch for the first time. During this conflict, 400 Baloch were killed along with Mehrab Khan (ruler of Balochistan), and the British took 2,000 Baloch prisoners of war. After recognizing Mehrab Khan’s young son, Nasir Khan II, as his successor, the Baloch and British signed their first treaty in 1841 that dealt with “Military Offensive and Defensive” matters. The British vacated Balochistan after the treaty was signed, and until 1854, there were no major diplomatic interactions between the Baloch and the British.

On May 14th, 1854, a new Treaty was signed which annulled the 1841 Treaty. The new Treaty focused on “Alliance, Defensive and Offensive” matters. It also demanded the Baloch rulers to oppose all enemies of the British government; required British consent prior to any Baloch ruler could negotiate with any other state; and it permitted the British to station troops within selected parts of Balochistan.

When the Baloch ruler broke certain provisions of the 1854 Treaty, diplomatic relations between Balochistan and British were discontinued in 1874. But, after two years, in 1876 the Treaty of 1854 was rectified with minor modifications allowing the British government to mediate any Baloch tribal disputes, and lease Quetta valley to establish a military cantonment. Although the Baloch ruler’s writ still ran over Balochistan, but now it was under the watchful eye of a British Indian government.

From 1890 to 1891, to contain the Pashtun tribes of the Suleman Mountains from conducting border raids, the British carried out a series of military expeditions that resulted in the occupation of Zhob valley. Soon afterwards, they constructed a cantonment at Fort Sandeman along with extensions of a line of outposts.

In 1893, serious differences arose between the ruler of Balochistan, Mir Khodadad Khan and the British. Soon after, on instigation of the British, Mir Mahmud Khan deposed his father and became the new ruler of Balochistan in November 1893. By July 1899, the Baloch administration had negotiated perpetual lease and transfer of management to British agency of the Nushki district and Niabat with all rights, jurisdiction and administrative power, in lieu of perpetual rent. This secured direct British control of the great highway connecting Quetta to Taftan. This arrangement prevailed till August 1947 when British India was dissolved.

SOVEREIGNTY OF BALOCHISTAN
On August 11, 1947, the British acceded control of Balochistan to the ruler of Balochistan, His Highness Mir Ahmad Yar Khan - the Khan of Kalat. The Khan immediately declared the independence of Balochistan, and Mohammad Ali Jinnah signed the proclamation of Balochistan’s sovereignty under the Khan.

The New York Times reported on August 12, 1947: “Under the agreement, Pakistan recognizes Kalat as an independent sovereign state with a status different from that of the Indian States. An announcement from New Delhi said that Kalat, Moslem State in Baluchistan, has reached an agreement with Pakistan for free flow of communications and commerce, and would negotiate for decisions on defense, external affairs and communications.” The next day, the NY Times even printed a map of the world showing Balochistan as a fully independent country.

According to the Indian Independence Act 1947, all treaties and agreements between the British Government and the rulers of States were terminated as of August 15, 1947. On that day, the Khan addressed a large gathering in Kalat and formally declared the full independence of Balochistan, and proclaimed the 15th day of August a day of celebration. The Khan formed the lower and upper house of Kalat Assembly, and during the first meeting of the Lower House in early September 1947, the Assembly confirmed the independence of Balochistan.

Jinnah tried to persuade the Khan to join Pakistan, but the Khan and both Houses of the Kalat Assembly refused. The Pakistani government took an aggressive stance against Balochistan, and in March 1948, the Pakistani armed forces started their operation against the Balochistan government. They invaded Balochistan on April 15th, 1948, and imprisoned all members of the Kalat Assembly.

LEGALITY OF THE DURAND LINE AGREEMENT
Throughout the period of British rule of India, the British never occupied Balochistan. There were treaties and lease agreements between the two sovereign states, but neither state invaded the other. Although the treaties signed between British India and Balochistan provided many concessions to the British, but none of the treaties permitted the British to demark the boundaries of Balochistan without the consent of the Baloch rulers.

The Durand Line Agreement of 1893 divides boundaries between three sovereign countries, namely Afghanistan, Balochistan and British India. According to International Law, all affected parties are required to agree to any changes in demarking their common borders. In reality, the Durand Line Agreement was a trilateral agreement and it legally required the participation and signatures of all three countries. But, the Agreement was drawn as a bilateral agreement between Afghanistan and British India only, and it intentionally excluded Balochistan. Hence, under the rules of demarking boundaries of the International Law, the Agreement was in error, and thus, it was null and void as soon as it was signed.

The British, under false pretenses, assured the Afghan rulers that Balochistan was part of British India, and therefore, they were not required to have the consent of anyone from Balochistan to agree on demarking borders. Meanwhile, the British kept the Baloch rulers in the dark about the Durand Line Agreement to avoid any complications. This policy helped the British to concentrate on fortifying their military positions in the region without causing any tensions between Afghanistan and Balochistan about demarking their boundary lines, otherwise this could have resulted in a war between Afghanistan and Balochistan.

To ascertain that Balochistan and Afghanistan were not discussing the legality of the Durand Line Agreement among themselves, the British continued to reaffirm the Durand Line Agreement by each of the successive Afghan rulers who followed His Highness, Amir Abdur Rahman Khan. King Habibullah (1901-19), King Amanullah (1919-29), King Nadir Shah (1929-1933), and King Zahir Shah (1933-1973) reaffirmed the Agreement during their reign.

A FACADE
The British ruled parts of Afghanistan without any legal authority, but through treacherous use of a piece of paper, the Durand Line Agreement, which did not have any legal standing in any court of law. As long as the British kept Afghanistan and Balochistan in the dark and apart from each other to discuss the Agreement, the British could continue to rule Afghan territory.

But, in 1947, the British Indian government was dissolved, and hence, there was no reason for the British to continue this façade. But, Mohammad Ali Jinnah and his legal team immediately found out after Pakistan’s independence that the Durand Line Agreement was not a legally admissible/binding document. To continue the illegal occupation of territories belonging to Afghanistan, it was important for Pakistan to keep the flaw in the Agreement a secret. But, the dilemma was that Balochistan was an independent country, and one day the truth might be reveled to Afghanistan about the Agreement. This truth could result in Pakistan losing its Pashtun dominated areas to Afghanistan.

It was very important for Pakistan to either annex or invade Balochistan to continue with their illegal occupation of Afghan territories. When Jinnah failed to convince the Baloch government to annex with Pakistan on basis of the two sovereign states being predominantly Muslim countries, he ordered his armed forces to invade Balochistan and, under duress, forced the His Highness, the Khan of Kalat to sign legal documents to merge Balochistan with Pakistan. This simple act of aggression against a sovereign nation assured Pakistan that their secret about the Durand Line Agreement would remain intact.

Once Balochistan was secured, the Pakistanis deceptively used the law of uti possidetis juris to their advantage and continued occupation of territories belonging to Afghanistan.

CURRENT AFFAIRS
Pakistan is in illegal occupation of territories belonging to Afghanistan under false pretenses. To maintain its current territorial integrity, it is in Pakistan’s interest to have a weak and destabilized government in Afghanistan so there is no one to challenge the authenticity of the Durand Line Agreement. Therefore, Pakistani intelligence agencies have provided shelter for members of Al-Qaeda and Taleban who are committing acts of terrorism within Afghanistan to destabilize the democratically elected government of President Hamid Karzai.

US armed forces in Afghanistan are eradicating remnants of terrorists from Taleban era. The Americans are also helping to rebuild Afghanistan and strengthen the democratic process of government to get a strong foothold in the country. But, Pakistan has waged a proxy war against the United States, and continues to terrorize the Afghan nation in hopes to frustrate the US to leave Afghanistan and weaken the Afghan government.

Meanwhile, the Baloch have launched their “War of Independence” in Iran and Pakistan. Three tribal Sardars (chieftains) have united their forces and are engaged in a guerilla war against the well-equipped Pakistani armed forces. The Baloch freedom movement is gaining momentum, and people from all walks of like are joining in droves.

SOLUTION
Afghanistan and Balochistan should form a legal team to challenge the illegal occupation of Afghan territories and Balochistan by Pakistan in the International Court of Justice. Once the Durand Line Agreement is declared illegal, it will result in the return of Pakistan-occupied territories back to Afghanistan. Also, Balochistan will be declared a country that was forcibly invaded through use of force by the Pakistanis; and with international assistance, Balochistan can regain its independence. It is the right time to act now because the US and Allied forces in Afghanistan are positioned to facilitate the enforcement of the Court’s judgment.

After Pakistan vacates territories belonging to Afghanistan and Balochistan, a new boarder should be demarked amicably to determine Baloch dominated areas to become the new Balochistan, and Pashtun dominated areas to be merged into Afghanistan. And, with the help of the US and Allied forces, the Afghans and the Baloch forces can flush out members of Al-Qaeda and Talebans from their respective countries.

A wise observer once said, “Pakistan is a completely superfluous and artificially created spot on the world map that has become a breeding ground for extremism, and trouble that would be best done away with.”

Dear General Secretary of GOB in Exile,

It's like peeling-off the truths about Pakistan and once the last one is peeled-off there is nothing left about that artificial country to talk about.

As you rightly pointed out, NWFP is a breeding ground for Taliban and Al Qaeda and Pak's present sovereignty over the area is acting like a protective shield to those evil groups from US forces in Afghanistan. Bajaur attack on Al Jawahiri was protested by Pakistan as an infringement on the sovereginty of Pakistan and thus protecting Taliban and Al Qaeda. They knew and we al knew that NWFP does not belong to them. For that to be clear to the world, they should see the namelessness of the territory i.e. NWFP! It was a crust of Afghanistan taken by British as a buffer zone. Even the name of Pakistan - a monogram of several provinces it holds - the "A" in P"A"KISTAN stands for Afghania.

As you righly pointed out that when NWFP comes under its righful owners then US forces would have unfettered access to these areas, so that there would be no place for Taliban and Al Qaeda to take shelter and that would ultimately lead to the elimination of the scourge of humanity from the face of earth. For that to happen NWFP should come under the control of Afghanistan and that would simultenesouly result in creation of an independent Balochistan.

For us, the story is an eye opener. If it's not an eye opener to the US, then they keep putting their money in the bottomless pit called Pakistan with no result of eliminating Taliban+ Al Qaeda from the face of earth in future. It would keep enriching the coffers of Pakistan and its military rulers.

US TAXPAYERS AND LAWMAKERS PLEASE TAKE NOT OF THIS ARTICLE!!

Dubbing Durand line as a line of hatred Afghan President Hamid Karzai has said he does not accept this line as it has raised a wall between the two brothers, and slices a part of Afghanistan from the motherland.
He said this while talking to the journalists after offering condolence over the death of Khan Abdul Wali Khan.
Karzai described the demise of Wali Khan as an irreparable loss to the whole world, especially for Pakhtuns and other nations in the region. The Afghan president hailed Wali Khan as an unforgettable and towering figure in the region’s political history, who had devoted his entire life to brining prosperity to the people.
The last surviving son of the illustrious Khudai Khidmatgar Movement founder Khan Abdul Ghaffar Khan passed away on January 26 after a protracted illness at the ripe age of 89. Wali Khan was not a leader of Pakhtuns in Pakistan alone; he was a venerable figure for all Pakhtuns around the world and that is why I have come here today to represent the Afghan nation in offering condolences to his family, Karzai remarked. Karzai sympathised with Wali Khan's son and ANP central president Asfandyar Wali Khan and Begum Nasim Wali Khan. The bereaved family thanked Karzai for showing so much of respect to the former opposition leader, saying it was reflective of the strong bonds of fraternity between Pakhtuns on both sides of the border.
We appreciate President Karzai's visit, which really signifies that the Afghan nation and we are like body and soul that can never be separated, said Asfandyar Wali Khan.
After offering fateha, Karzai spoke of the issues he discussed with the Pakistani leadership during his three-day visit. In response to accusations by some quarters in Pakistan that Afghanistan was inciting violence in Balochistan, Karzai said his country remained a victim of terrorism and thus unable to foment trouble elsewhere. Unfortunately, Afghanistan itself is suffering terrorism and is unable to create problems for others, reiterated the Afghan leader, who claimed Pakistan had held out a firm assurance to act against miscreants intent upon creating instability in his country.
Karzai assured Afghanistan would not let any one to spoil the relationship between the two nations. We will not allow any country, any government with whom Afghanistan has relations, to interfere in our ties with Pakistan, or to use our soil against Pakistan.
About the killing of three Chinese engineers in Balochistan and its possible links to Afghan warlords and Indian consulates in Afghanistan, the visiting leader said his administration was keeping an eye on such elements. He, however, asserted warlordism and al-Qaeda in Afghanistan were a thing of the past.
Regarding the presence of high-value targets in the region, Karzai admitted there was a need to intensify the exchange of information for the sake of stability in Afghanistan. He also referred to the ongoing reconciliation campaign, spearheaded by former president Sibghatullah Mujaddedi.
The Taliban figures, with no links to al-Qaeda or other terrorist organisations, had been asked to return and find jobs in the government or other institutions, said Karzai, who went on to mention the example of Maulvi Arsala Rehmani.
However, he hastened to explain the offer was not for Mullah Omer, who is answerable to the Afghan people, to the Muslims for the crimes against Islam, stopping children from going to schools.

As Afghanistan becomes stable day by day, and bulds its national army and police, Afghanistan will surly reclaim a part of its soil thats been illegaly seperated from the motherland and mainland Afghanistan.

Every Afghan knows this, 30 years of war has left Afghanistan with millions of guns in the worng hands, its national police and army of 30 years ago destroyed, and its people mainly dispplaced and suffered the most.

But every Afghans knwos this issue and as they rebuild their institutions they will, without a doubt regain part of their NEFP and complete the Afghan map.

Afghanistan must officially recognize the Government of Balochistan in Exile and join us to challenge the “legality” of the Durand Line Agreement in the International Court of Justice. When Afghanistan reclaims Pashtun dominated areas within Pakistan, Balochistan is bound to gain its independence.

Together, the Afghans, Baloch and the Americans can eliminate the Al Qaeda-Pakistan-Taleban alliance from the region.

Afghanistan can gain its territory back without any bloodshed by challenging the “legality” of the Durand Line Agreement in the court of law. The United Nation will hopefully enforce its verdict in favor of Afghanistan.

However, we firmly believe that Pakistan (or Punjabistan) will refuse to return Afghan territory. The Pashtuns in Pakistan must join the Baloch “now” and fight the Punjabis inside Pakistan without involving Afghanistan.

The “Baloch War of Independence” is not only going to liberate Balochistan, but it should return illegally occupied Afghan territories back to Afghanistan.

Dear Secretary of GOB in Exile,

Taliban (Mullah Omar) and Al Qaeda (Osama) story is incomplete without the connection between the ISI (Pak army and the President are implied) and MMA. The latest reports indicate that Indian engineer was killed by Taliban at the behest of ISI. If this is correct then there is a truth to the inter-connection among Taliban, ISI and Al Qaeda and Pak Army.

I have a working asumption since 2001-02. When extremist MMA voted Musharraf for Presidentship there was an unwritten 'agreement' between MMA and Musharraf. Fazlur Rahman was to protect Osama on day-to-day movements as a price for Musharraf becoming the President. Given by the thief-like understanding between MMA and Musharraf & Pak Army would always target the small fish and leave Osama for himself.

Musharraf & MMA would keep quiet and never brag about given the threat from the US.

Can you therefore give some information, based on your contacts in Balochistan?

The cowardly act of the Talibans to kill an innocent Indian in Afghanistan on the behest of the Pakistani intelligence agencies is deplorable. Yes, you are absolutely right that the Taliban and Al Qaeda are in cahoots with the Pakistan’s armed forces, General Pervez Musharraf, and Muttahida Majlis-e-Amal (MMA).

Actions of Pakistani dictator, General Musharraf to date prove that he has a special relationship with MMA. It is not far-fetched to assume that he may have an unspoken ‘agreement’ to allow the MMA to operate freely in Pakistan as long as they don’t challenge his government.

To appease and minimize pressure from the US government, the Pakistanis have decided to throw bones at the Americans once in a while by killing or arresting the ‘small fish’ terrorists. This strategy has worked for Pakistan until now. But, the world is becoming aware of Pakistan’s true role in global terrorism.

For years, Baloch nationalists and India have tried to tell the world that Al Qaeda, Pakistan, and Taliban are one and the same group of people. And, hopefully, the global community is now listening to us.

Dear Secretary of GOB,

China claimed back Hong Kong in 1997 after expiry of 100 years Agreement with British. We know that Afghanistan was unstable in 1993. Fearing a stable Afghanistan would take back NWFP (Afghania), Pakistan stoked Taliban fire in Afghanistan. Even they do it now clandestinely through ISI.

If China can - though the Agreement was between a different ruler then with British - claim Hong Kong, why not Afghanistan claim back Afghania(NWFP) now?

The British had a lease agreement with China that specified that the lease would expire after 100 years in 1997. The Durand Line Agreement doesn’t specify a time limit. The whole purpose of this article is clarify that the Durand Line Agreement is null and void because it’s illegal to draw boundaries without the involvement of all concerned parties; in this case, Balochistan being a concerned party, was never consulted.

Hence, Afghanistan should certainly take this matter to the International Court of Justice and claim back Pashtun dominated areas that are illegally occupied by Pakistan, namely NWFP and certain areas within the Pakistani occupied Balochistan province.

Baloch and Sindhi activists here have demanded that Pakistan be declared a 'terrorist state'.

A large number of people from the two communities converged in front of the BBC World Service office in London to protest and observe Pakistan's illegal occupation of the "independent state" of Balochistan on March 27, 1948, a day that has since been declared as 'Black Day'.

"This is the time the world should realize and they should, I think, this is the time for the security, for the peace and for the stability of the region, and the international community that they should declare Pakistan as a terrorist state," Samad Baloch, a member of the Baloch Human Rights Council, said.

The protest intended to tell the international community, including the UN, that Balochistan should be recognized as an occupied country.

The protesters, holding placards with anti-Pakistan slogans, its military, and human rights violations, blamed Pakistani authorities for settling Taliban militia everywhere in the country.

"Basically, they are settling Taliban everywhere; they are settling Taliban in Gilgit and Baltistan; they are settling Taliban in Pakistani-occupied Kashmir; they are settling Taliban in Sindh; they are settling Taliban in Balochistan, because they are their strategic extension," said Lakhu Luhana, Secretary General, World Sindhi Congress, UK.

Luhana said that Sindhis and Balochs are being denied their basic rights.

"People are being disappeared, the political activists, and the Sindhi people... historical rights, political rights and legal rights and cultural rights, they have been completely denied them. There is no law and order, they have entered into poverty and suffering and that has descended on Sindh and Balochistan," he said.

The protestors also said their struggle would continue until they had achieved their goal of a free Balochistan.

They said that Pakistan never wants to resolve the Kashmir issue, as it would then stop receiving international aid.

"If the Kashmir problem solved, how Pakistan General...becoming...take money, so they are the most corrupt army in the world, people call it fifth largest army of the world, but we say this is the most corrupt army in the world," Mir Ghulam Hussain, Information Secretary, Baloch Human Rights Council, UK, said.

New Delhi accuses Pakistan of sponsoring terror in Indian-administered Kashmir. Pakistan, which claims Kashmir in full, has consistently denied its involvement in abetting an anti-India insurgency that has killed more than 47,000 people since 1989.

Former legislative assembly member from Balochistan and member of the powerful Marri tribe, Harbiya Marri, also said that Pakistan has no intentions to have peace with India, and the dialogue between the two countries is a farce.

"They have no intention of having peace with Pakistan because they have to maintain this large army and the army is main ruler of Pakistan, which is controlling Pakistan for the last 62 years. So this is the creation of this artificial stage. So, they have to have some sort of dialogue to show we want peace but in reality the intentions are not peace. They want these camps to be maintained to keep on terrorizing Indian government, people and the whole world," he said.

India broke off a four-year-long sluggish peace initiative with Pakistan after the November 26, 2008 Mumbai attacks, saying dialogue could resume only if Islamabad acted against militants on its soil. It blamed the attacks, which killed 166 people, on Pakistan-based militants. (ANI)

Having considered the complaint of the Government of India concerning the dispute over the State of Jammu and Kashmir, having heard the representative of India in support of that complaint and the reply and counter complaints of the representative of Pakistan,
Being strongly of opinion that the early restoration of peace and order in Jammu and Kashmir in essential and that India and Pakistan should do their utmost to bring about cessation of all fighting,
Noting with satisfaction that both India and Pakistan desire that the question of the accession of Jammu and Kashmir to India or Pakistan would be decided through the democratic method of a free and impartial plebiscite,
Considering that the continuation of the dispute is likely to endanger international peace and security,
Reaffirms its resolution 38 (1948) of 17 January 1948;
Resolves that the membership of the Commission established by its resolution 39 (1948) of 20 January 1948, shall be increased to five and shall include, in addition to the membership mentioned in that Resolution, representatives of ....and ..., and that if the membership of the commission has not been completed within ten days from the date of the adoption of this resolution the President of the Council may designate such other Member or Members of the United Nations as are required to complete the membership of five;
Instructs the Commission to proceed at once to the Indian sub-continent and there place its good offices and mediation at the disposal of the Governments of India and Pakistan with a view to facilitating the taking of the necessary measures, both with respect to the restoration peace and order and to the holding of a plebiscite by the two Governments, acting in co-operation with one another and with the Commission, and further instructs the Commission to keep the Council informed of the action taken under the resolution; and, to this end,
Recommends to the Governments of India and Pakistan the following measures as those which in the opinion of the Council and appropriate to bring about a cessation of the fighting and to create proper conditions for a free and impartial plebiscite to decide whether the State of Jammu and Kashmir is to accede to India or Pakistan.


A - RESTORATION OF PEACE AND ORDER
The Government of Pakistan should undertake to use its best endeavors:
To secure the withdrawal from the State of Jammu and Kashmir of tribesmen and Pakistani nationals not normally resident therein who have entered the State for the purposes of fighting, and to prevent any intrusion into the State of such elements and any furnishing of material aid to those fighting in the State;
To make known to all concerned that the measures indicated in this and the following paragraphs provide full freedom to all subjects of the State, regardless of creed, caste, or party, to express their views and to vote on the question of the accession of the State, and that therefore they should co-operate in the maintenance of peace and order.

“The right to self-determination is the right of a people to determine its own destiny. In particular, the principle allows a people to choose its own political status and to determine its own form of economic, cultural and social development. Exercise of this right can result in a variety of different outcomes ranging from political independence through to full integration within a state” (Unrepresented Nations and People’s Organization – UNPO). United Nations declares self determination to be an inalienable right of all people.

Washington, D.C: From March 22 to March 24, 1940, the All India Muslim League held its annual session at Minto Park, Lahore. On the basis of the ideas of Jinnah, A. K. Fazl-ul-Haq, the then Chief Minister of Bengal, moved the historical resolution which has since come to be known as Lahore Resolution/Pakistan Resolution.

The Resolution declared: "No constitutional plan would be workable or acceptable to the Muslims unless geographical contiguous units are demarcated into regions which should be so constituted with such territorial readjustments as may be necessary. That the areas in which the Muslims are numerically in majority as in the North-Western and Eastern zones of India should be grouped to constitute independent states in which the CONSTITUENT UNITS SHALL BE AUTONOMOUS AND SOVEREIGN”. The Lahore Resolution laid down only the principles, with the details left to be worked out at a future date. It was made a part of the All India Muslim League's constitution in 1941.

Hence, when Pakistan came into being in August 1947, the provinces (with the exception of Balochistan) agreed to join a confederation, anticipating considerable autonomy and a system of self governance. Over a period of time however, the prospects for provincial autonomy have become a distant dream and Pakistan became a highly centralized bureaucracy controlled by the military. Even during the brief periods of civilian rule that the military tolerates from time to time, the real reins of power are held by the Inter Services Intelligence and a coterie of senior military officers, at all times.

The World Sindhi Institute (WSI) plans to organize a discussion forum on Friday, March 23, 2007. This event would be conducted at 5:00 pm to 7:00 pm in the ‘Lisagor Room’ of National Press Club, 529 14th St. NW 13th Floor, Washington, DC 20045. Deeply shocked, I strongly condemn the barbaric killing of three Baloch nationalist leaders, Ghulam Mohammad Baloch, Sher Mohammad Baloch and Lala Muneer Baloch, by Pakistan’s intelligence agencies. They were kidnapped from the office of their solicitor about a week before they were killed brutally.

Another incident which has uncovered the ugly face of Pakistan’s intelligence agencies which have been involved in killing of thousands of people of the country. However, their rage falls more on the ones who raise voice against victimization of their land and struggle for the rights of their people. Samiullah Kalhoro, a Sindhi nationalist, also fell prey to the same monster not many years back. Dr. Safdar Sarki remained in illegal detention by the intelligence agencies. He was released when the SC took notice of his disappearance.

The martyred Baloch leaders had been quite active in the struggle against the operation in their land carried out by the Pakistani military for the last many years. Several Baloch people have been killed and many arrested by the agencies.

Who can forget the case of Zarina Mari?

The only ‘crime’ they commit is that they speaks against the victimization of their people, land and natural resources. They, like Sindhis, want the ownership of their natural resources and wish to utilize them for the welfare and development of their people. Is this a crime?

Pakistan is — let’s face it — a country where nations have always been oppressed in the name of (one-)nationhood and religion! However, the malicious intentions of the controllers of the country have been uncovered and the world has started paying heed to the cries coming out from the lands of Sindhi and Baloch nations.

Martyrs are the people who die fighting for the rights of their land and their people; all other definitions are faulty and misguiding!

Every martyr challenges the killers in the following words of Shaikh Ayaz:

تون چئه نه ڪُڇان، تُو ن چئه نه لُڇان، پر توکان هڪڙي ڳالهه پڇان؟
تُون ڪنهن ڪنهن کي خاموش ڪندين؟ اعلان هزارين مان نه رڳو!


I reiterate my words and condemn severly killing of the three brave nationalists. However, I believe, there are thousands of such brilliant people who would not hesitate to die in the name of their land… I salute those sons of the soil!

Pakistan: the country entangled in religion, army and other conundrums

It was when I was in a bus that I got this news of the Taliban lashing a 17-year-old girl for doing something which was against (their version of) Islam.

As the details had it, she was flogged publically at least 30 times in front of many onlookers. She kept crying and begging for mercy. But why was anybody gonna help her? After all, she had committed a ‘sin’ which was against the Shariah (according to the Taliban)!

یا رب! دلِ مسلم کو وہ زندہ تمنائیں دے، جو قلب کو گرما دیں۔۔۔
The punishment was awarded to her for her ‘crime’ of being seen with a man who was not her husband. Yes, world, that’s a crime in the eyes of the Talibanist Islam! *Beware all!*

So, this is the scene in the land of the pure!

What has the government did for the incident? The president and the premiere have made public their messages in which they have ‘severely’ condemned the brutal act of whipping the teen. What else did you expect?

And, by the way, who the hell are these djinn-like creatures called Taliban? Are they so many that they’ve (almost) hijacked the whole system of government by threatening, and carrying out, suicide bombings and other forms of attack?

Well, not really!

As far as my good brain helps me, I think it’s true that Pakistan’s intelligence agencies and themilitary are conniving actively in this whole situation. Otherwise, how could you think of a situation where a government surrenders to the militants, who are involved in killing of hundreds of innocent people, by signing a ‘peace deal’ with them? Not all: The government has actually given them this license of whipping and chopping hands off as part of punishment – in form of what they call the Sharia, or Islamic system of judiciary – in the once peaceful and beautiful vale of Swat. This all happened because the Pakistani army supposedly couldn’t conquer the Taliban militants with force.

Voila!

Here we have the brave army of Pakistan which claims to crush the mighty India (and other countries, if needed) surrendering to the Taliban who are said to have a strong control only in the area of Swat! Yes, the army claiming to defend the whole country couldn’t cope with the Taliban – the mightier!

The Pakistanis are never tired of eulogizing their ‘jawwans’ and boast about their morale and courage!

Well, it should not be off-the-track to mention here what Sain GM Syed is reported to have said in as early as 1952. He said:

The way religion is promoted in this country (Pakistan) will make it (religion) to be one of the most difficult issues to deal with and it would be a deadly threat not only to the country itself and South Asia but for the whole world.

Highlights of life of legendary, Saain GM Syed.

Saeen G. M. [Syed was] son of Syed Mohammed Shah Kazmi, descendant of a famous saint of Sindh, Syed Haider Shah Kazmi, of whose mausoleum, he [was] the Sajjada-nashin. He was born at the village Sann in Dadu District, Sindh, on January 17, 1904. His father passed away when he was only sixteen months old. He has had no formal schooling. Whatever he learnt was self-tutored. By dint of hard work, he attained mastery over Sindhi and English languages. He was also conversant with Arabic and Persian languages. History, Philosophy and Political science were his favorite subjects of study.

At an early age of fourteen years, he started his career as an activist.
In 1919 he became Chairman of School Board of his own Tahsil.
Subsequently, he was elected as a President of Karachi District Local Board in 1929. He later became its President.
In 1930, he organized Sindh Hari (peasants) Conference and became its Secretary.
In 1937, he was for the first time elected a member of Sindh Legislative Assembly.
In 1938, he joined the All-India Muslim League. In 1940, he became Minister of Education in Sindh.
In 1941, he became one of the members of the Central Committee of the Muslim League.
In 1943, he became President of Sindh Muslim League.
In 1944, he played a pivotal role in politics and got a resolution passed in the Sindh Assembly in favor of Pakistan, which was the pioneer resolution of its kind in the whole of undivided India.
In 1946, conditions compelled him to dissociate from the Muslim League, and formed a new party named Progressive Muslim League. The same year he was elected as leader of the Coalition Party in the Sindh Assembly.
In 1954, he acted as Chairman of Sindhi Adabi Board.
In 1955, he played an active part in the formation of Pakistan National Party.
In 1966, he founded Bazm-e-Soofia-e Sindh.
In 1969, he formed Sindh United Front.
Getting disappointed from All-Pakistan national politics, he founded in 1973 the ‘Jeay Sindh’ movement.
Mr. Syed is the author of more than sixty five (65) books. His books are on numerous subjects, ranging from literature to politics, religion and culture etc. He was himself a mystic had a lot of love and regard for mystics of all faiths. Besides being a man of immense learning, Mr. Syed possesses a personality that was graceful and poised. Highly cultured and refined manners, hospitality and geniality were the two glaring traits of his character. Wit and humor were the keynotes of his personality. He respected all genuine difference of opinions. For decades, Sindh and Sindhi people had constituted the center of his interest and activity, and all his love energies were devoted to their good. GM Syed proposed the Pakistan Resolution, 1940 in the Sindh Assembly, which ultimately resulted in the creation of Pakistan. However, he became the first political prisoner of Pakistan because of his differences with the leadership of the country, as he believed that they had deceived the Sindhis.

In 1971 , disappointed with the national politics, GM Syed found no option but to demand the Right of Self Determination for the people of Sindh. Mr. G.M. Syed is founder of ‘JEAY SINDH’ Movement which is aimed at achieving SINDHUDESH. For his bold expression of opinion and views after the creation o Pakistan, he was been kept either in jail-or in solitary confinement for the: period of more than 30 years.

On 19th January 1992, GM Syed was put under house arrest and his house was declared a sub-jail. He has been detained without trial until his death and has been adopted “Prisoner of Conscience” by Amnesty International (ASA 33/WU02/94).

It is little surprise that Baloch nationalist leaders have rejected the latest peace package proposed by Islamabad

A series of massacres of peaceful protesters by Pakistani security forces look set to sink hopes of a settlement deal between the government in Islamabad and Baloch nationalists who are campaigning for self-rule. There are fears that the sinister, shadowy Pakistani military and intelligence agencies are behind these killings, in a deliberate attempt to sabotage the reconciliation package put forward by the government of President Asif Ali Zardari and Prime Minister Yousaf Raza Gilani.

On 15 January, at least two Baloch political activists were shot dead and four others seriously wounded after Pakistani security forces opened fire on a peaceful protest organised by the Baloch Students Organisation (BSO) in the Khuzdar district of Balochistan. The rally had been called to protest against the recent murder of Baloch citizens in Karachi and the launching of a new military crackdown in Pakistani annexed and occupied Balochistan.

The shootings are the latest of many killings of Baloch protesters and nationalist leaders. They've been targeted because of their support for the six-decades-long campaign of resistance against Pakistan's invasion and subjugation of their homeland.

In September last year, Pakistani forces opened fire on a public gathering at Tump High School in Balochistan, killing a 20-year-old political activist, Mukhtar Baloch, and wounding 27 others, including four women and a six-year-old child. Five members of the BSO were arrested at the scene and taken to unknown locations. Watch this mobile phone footage of the attack – the shooting begins just over four minutes into the film.

A similar Pakistani military assault on a peaceful Baloch rally took place in January 2009 in Turbat. A month later at Dashte Goran the army attacked a wedding party, killing 13 people, including the bride, groom, six family members and the wedding officiator. A total of 21 people were injured – the majority of them women.

Rasool Bux Mengal, joint secretary of the Baloch National Movement (BNM), was abducted from Uthal last August. His tortured dead body, slashed and covered in cigarette burns, was found hanging from a tree. The intention was clear: to terrorise and intimidate the Baloch people. Mengal was the second BNM leader murdered in the last year. In April 2009, the body of Ghulam Mohammad, chair of the BNM, was found partly decomposed in a vat of toxic chemicals.

In October last year, Baloch medical students were beaten up and arrested by Pakistani forces in a raid on the Bolan Medical College. The same month, 11 innocent civilians, including women and children, were killed in the Dera Bugti district by Pakistan army bombardments.

Little wonder then that Baloch nationalist leaders have rejected the latest peace and reconciliation package proposed by the government in Islamabad. They cite the ongoing military repression and the inadequate nature of the proposals.

At first glance, the "Rahe-i- Haqooq Balochistan" deal doesn't seem unreasonable. It offers a cessation in military operations, a ban on the construction of new army garrisons (although existing ones would remain), the release of most (not all) political detainees and a payment of $1.4bn in gas royalties, spread over 12 years.

Baloch nationalists say the offer does not give the people of Balochistan control over their own natural resources or a fair price for them. Moreover, of the 4,000 Baloch people who have been arrested and disappeared, only a handful have been released since the democratic civilian government of Prime Minister Gilani was elected in 2008.

The torture of Baloch rights campaigners remains routine and widespread. Promises of de-militarisation are contradicted by continued military operations, attacks on civilian targets and by the building of more police and military garrisons in Balochistan, including a 62% increase in police stations and a 100% increase in paramilitary checkpoints.

Baloch human rights groups report that the kidnapping and torture of peaceful, lawful Baloch activists continues unabated. Indeed, the Pakistani government itself has admitted that in 2009 at least 1,102 people were seized by the security forces in Balochistan and disappeared. In recent years, an estimated 80,000 Baloch people have been displaced by Pakistan's military attacks.

These attacks have been aided and abetted by military supplies from the UK, including small arms, artillery, helicopter components and military communications equipment. The US has sold the Pakistani military billions in arms, including F-16 attack aircraft, and Bell and Cobra attack helicopters, which have been used against the people of Balochistan.

Rejecting Islamabad's proposals, nationalist leaders such as Nawab Khair Bakhsh Marri and Akhtar Mengal, leader of the Balochistan National Party and a former chief minister of Balochistan, argue that the deal would not ensure genuine autonomy and self-rule. They see it as a way of continuing the Pakistani colonisation of their homeland.

Indeed, if the government in Islamabad has a genuine intention to negotiate a settlement, why has it taken nearly two years to put forward these proposals and why are they so inadequate and qualified?

The 1973 constitution of Pakistan promised complete provincial autonomy for Balochistan within 10 years. It never happened. Democratically elected Baloch chief ministers who have tried to defend the interests of the people of Balochistan have been sacked by Islamabad. The current chief minister, Aslam Raisani, has limited authority and can be overruled at any time by the federal government and the military top brass if he steps out of line.

Even if the government of Pakistan had good intentions, its options are limited. Whatever President Zardari and Prime Minister Gilani may want to happen in Balochistan, they are in office but not truly in power. They are the public face of a Pakistani state that is beholden to more powerful forces – the Pakistani military and intelligence services, including the Intelligence Bureau (IB), Federal Investigation Agency (FIA), Inter Service Intelligence (ISI) and Military Intelligence (MI). Together with the army, these intelligence services are the real power in Pakistan. They are implicated in six decades of disappearances, torture, detention without trial and extra-judicial killings in Balochistan.

The former dictator and general, Pervez Musharaff, may have been ousted from the presidency in 2008 but his cronies still hold many of the key levers of power, especially in the all-crucial military, security and intelligence agencies. They continue to call the shots and pull the strings, regardless of what the democratic, civilian government says and wants.
